began as the brainchild of Abdul
Razak Latiff, owner and Managing Director
of the ARL Group of Companies. It began as a concept
and after 2-3 years of proactive effort and painstaking
research, Abdul Razak Latiffidentified the business
opportunity to establish a company involved in providing
information, communications and multimedia services
i.e. Community Multimedia Network Services (CMNS).

As an avid Internet user, Abdul
Razak Latiff realized the need for the information
on the Net to be more systematic and practical to encourage
more Malaysians to use the Internet. Hence, came the idea
to create a networked society, but implemented on a community-by-community
basis. Abdul Razak Latiff's
vision was to create a platform for the development of
networked communities akin to K-Economy which encourages
the systematic and practical development of e-commerce,
home banking, e-education, e-medicine, smart schools,
interactive TV, entertainment on demand, value added telecommunications
services and other multimedia and network services.
Abdul Razak Latiff
was also of the opinion that there was a need for the
formation of an E-Malaysia web portal as it can bring
some co-ordination to various web portal building efforts
by public, private and community sectors. This will help
solve the problem of having to search through the massive
information available on the Internet and the need to
remember URL addresses. With a structured, multi-tiered
and easy to navigate platform, all information on HomeComm
is categorized in such a way that whether you are looking
for information at the community, state, national or global
level, you can find the information with a minimum of
two to three clicks of your mouse.
